1 什么是“萨德”？

THAAD, Terminal High Altitude Area Defense, is a US army anti-ballistic missile system to shoot down missiles in a terminal phase using a hit-to-kill approach. 萨德，即末段高空区域防御系统，是美国陆基战区反弹道导弹系统，利用碰撞击毁的方式在导弹飞行末段拦截袭击。

 

2 乐天签署换地协议意味着什么？

“萨德”系统一直被视为美国导弹防御系统的核心组成部分，所以“萨德”入韩引发各方担忧，担心韩国正成为美国在全球反导系统的一部分。 这意味着，美韩部署“萨德”已扫除障碍，整个进程步入“快车道”。

 South Korea's defense ministry on Tuesday signed the land swap [swɒp] deal with Lotte Group for Terminal High Altitude Area Defense (THAAD). 韩国国防部2月28日与韩国乐天集团签署“萨德”换地协议。

 

 The signing is forecast to accelerate the remaining procedures for the THAAD deployment in South Korean soil. 该协议的签署预计将加速“萨德”在韩国境内部署的程序。

 

 The procedures include South Korea's provision of the golf course to the U.S. military, the basic designing of the base, the evaluation of environmental effects and the construction.

这些程序包括韩国给美国军方提供一块高球场、基地的基本设计、环境影响评估和基地建设。

 

Local media speculations say that the THAAD deployment process may be completed between May and July.

 韩国媒体预计，“萨德”部署进程或将于今年5月到7月完成。

 

3 为什么中俄极力反对“萨德”？

尽管韩方给出的部署理由是应对“朝鲜核武器及导弹威胁”，但事实上，“萨德”的量级远超朝鲜导弹的威胁。

 

THAAD interceptors are designed to destroy ballistic missiles at an altitude of 40-150 km at the terminal phase of flight, but most of DPRK missiles targeting South Korea fly at a much lower altitude.

“萨德”的设计拦截高度是40至150公里，这一高度是洲际弹道导弹的飞行末段，但朝鲜大部分针对韩国的导弹飞行高度远低于此。

 

So using THAAD to detect nuclear threats from the DPRK is somewhat like using a cannon to kill a mosquito.

所以，用“萨德”拦截朝鲜导弹，无异于用大炮打苍蝇。 更吊诡的是，“萨德”一旦入韩，其探测范围能覆盖中俄大片地区。

 

 THAAD can detect threats as far as 2,000 km, and peer deep into the territories of neighboring countries including China and Russia.

此外，“萨德”的探测范围半径可达2000公里，能深入窥探包括中国和俄罗斯在内的邻国国土。

 

Any missile tests conducted by Beijing in Northeast, North or East China will be under US surveillance.

中国在东北、华北、华东进行的任何导弹测试都将被置于美国监视之下。
